Not with a bang but a whimper.<\/p>\n<p class=\"p1\">I know that this line \u2014 from TS Elliot\u2019s <em>The Hollow Men<\/em> \u2014 is overused. But in this situation it seems fitting.<\/p>\n<p class=\"p1\">On 16 September 2020, the high court in Johannesburg placed Regiments Capital into final liquidation, ending the company\u2019s 16-year run, first as a black empowerment success story and then as a state capture pariah.<\/p>\n<p class=\"p1\">AmaBhungane\u2019s <a href=\"https:\/\/amabhungane.org\/stories\/anc-stands-to-benefit-from-r1bn-capitec-bank-bonanza\/\" target=\"_blank\" rel=\"noopener noreferrer\">first article<\/a> about the rising financial services firm appeared in 2012, dealing with Regiments\u2019 role in the politically-connected Capitec BEE deal.<\/p>\n<p class=\"p1\"><a href=\"https:\/\/amabhungane.org\/stories\/signs-of-rigging-in-tau-tender\/\" target=\"_blank\" rel=\"noopener noreferrer\">Three more stories<\/a> followed in quick succession, focusing on Regiments\u2019 lucrative contract to manage the City of Johannesburg\u2019s Sinking Fund.<\/p>\n<p class=\"p1\">We didn\u2019t have the full picture. Not yet. That would take years to unravel and would show, amongst other things, that <a href=\"https:\/\/amabhungane.org\/stories\/joburg-anc-leader-scored-millions-from-city-contract\/\" target=\"_blank\" rel=\"noopener noreferrer\">Regiments had been paying millions<\/a> to current mayor Geoff Makhubo\u2019s company to \u201cmaintain strategic relationships\u201d with the city.<\/p>\n<p class=\"p1\">But <a href=\"https:\/\/amabhungane.org\/stories\/how-to-eat-a-parastatal-like-transnet-chunk-by-r600m-chunk\/\" target=\"_blank\" rel=\"noopener noreferrer\">the story<\/a> that really infuriated directors Litha Nyhonyha, Niven Pillay and Eric Wood, was our first investigation into Regiments\u2019 inflated consulting contracts at Transnet.<\/p>\n<p class=\"p1\">Describing itself as \u201cPatriotic Advisors with Humility\u201d, Regiments responded to our questions with a monologue:<\/p>\n<p class=\"p1\">\u201cWe believe that [our[] success is difficult to fathom for people because in our country, sadly, black-owned businesses are not associated with success. There\u2019s a general perception that if a black company is successful, it must have engaged in illicit acts &#8230; Our adversaries have repeatedly tried to besmirch our name over the years, making numerous fanciful allegations, but none have stuck, because they have all been false.\u201d<\/p>\n<p class=\"p1\">[Read Regiments\u2019 <a href=\"https:\/\/amabhungane.org\/wp-content\/uploads\/2020\/09\/regimentsquestionsandanswers.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">full response<\/a>.]<\/p>\n<p class=\"p1\">Nyhonyha would continue to use Regiments\u2019 black-owned status as a shield. When I asked Regiments why it was paying up to 60% of its Transnet consulting fees to Salim Essa, Nyhonyha <a href=\"https:\/\/amabhungane.org\/stories\/the-trojan-horse-that-wheeled-r600m-out-of-state-owned-entities\/\" target=\"_blank\" rel=\"noopener noreferrer\">responded<\/a>: \u201cIt is clear to us that your selective reporting indicates that you despise black excellence.\u201d<\/p>\n<p class=\"p1\">I often wonder whether Nyhonyha knew that this was a cynical ploy to deflect attention from Regiments\u2019 role in state capture or whether he genuinely felt singled-out and angry that his competitors did not face the same scrutiny.<\/p>\n<p class=\"p1\">There was just cause for amaBhungane\u2019s unrelenting attention though: In the late 2000s, Regiments used its proximity to the ANC to capture the City of Johannesburg. Then, when the Guptas came to town, Regiments hitched its wagon to the state capture train.<\/p>\n<p class=\"p1\">It took over R1-billion in fees from Transnet, and its successor, Trillian, would have taken even more from Eskom if a handful of <a href=\"https:\/\/amabhungane.org\/stories\/the-woman-who-blew-the-whistle\/\" target=\"_blank\" rel=\"noopener noreferrer\">whistleblowers<\/a> hadn\u2019t stepped in.<\/p>\n<p class=\"p1\">In the end, one of its own questionable projects took it down: In 2013, Regiments took a R150-million loan from Vantage Capital, to fund the ambitious Kgoro development, situated above the Sandton Gautrain. Despite Regiments\u2019 connections, it could not find other investors. Last week, Vantage \u2014 assisted by the high court \u2014 finally pulled the plug.<\/p>\n<p class=\"p1\"><i><em>If you believe independent journalism is a democratic imperative, then become an <a href=\"https:\/\/amabhungane.org\/be-an-amab-supporter\/\" target=\"_blank\" rel=\"noopener noreferrer\">amaB Supporter<\/a>.<\/em><\/i><\/p>\n<p class=\"p1\">Regiments relentlessly put profit above ethics, its own greed above its self-proclaimed patriotism.
