Others have been concerned for relatives in KwaZulu-Natal.<\/p>\n<p class=\"p1\">Where I stay there has been shooting and mayhem in the valley just below us and our street was one of those that organised a residents&#8217; street patrol throughout the night.<\/p>\n<p class=\"p1\">Aside from the psychological stress on all staff, it must be said that this kind of social and state failure represents a real challenge to our work.<\/p>\n<p class=\"p1\">Accountability journalism relies on at least a semi-functional system of political, social and institutional corrective processes and pressure \u2014 and a capacity in the state to respond.<\/p>\n<p class=\"p1\">What we are reaping is the harvest of a decade of state decay and criminal repurposing.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">The state has lost significant capacity and reach \u2014 as well as being the site of political contestation and competition for access to wealth and patronage.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p class=\"p1\">There are a whole range of &#8216;violence entrepreneurs&#8217; who now challenge the basic social contract between citizens and the state. Zuma and Malema are only the most prominent.<\/p>\n<p class=\"p1\">The security services themselves have been compromised \u2014 and there is an increasing overlap between rogue state players, political formations, protection rackets and organised crime.<\/p>\n<p class=\"p1\">We are going to have to reassess our priorities and strategies in the light of these realities.<\/p>\n<p class=\"p1\">What is very evident in this crisis is the loss of capacity in state and political structures to manage communications and co-ordination.
